Tata Electronics and ASML Sign Landmark Partnership to Power India's First Logic Fab

Tata Electronics and ASML, the Dutch semiconductor equipment company and sole global supplier of extreme ultraviolet lithography systems, have signed a strategic partnership agreement to support the development and ramp-up of India's first commercial front-end semiconductor fabrication facility at Dholera, Gujarat. The partnership was signed on May 16, 2026, in the presence of Prime Minister Narendra Modi and Dutch Prime Minister Rob Jetten during PM Modi's official state visit to the Netherlands, giving the agreement a strong diplomatic significance alongside its commercial importance.

What ASML Will Provide

Under the partnership agreement, ASML will supply its full suite of lithography tools and solutions to Tata Electronics' 300mm Dholera fab, which is being built in partnership with Taiwan's Powerchip Semiconductor Manufacturing Corporation (PSMC) and will initially produce chips at the 28nm, 40nm, 55nm, and 90nm process nodes. ASML's contribution goes beyond equipment supply: the company has committed to providing lithography-specific skill development and training for Indian engineers, supporting the establishment of local application engineering capabilities, and collaborating on a long-term roadmap that could extend the Dholera facility's technology node capability as demand and investment scale over time. ASML has described the India partnership as strategically significant within its global geographic diversification effort.

Strategic Importance for India

The Tata-ASML partnership is widely regarded as the most consequential equipment deal in India's semiconductor programme to date. ASML's tools are indispensable for front-end wafer fabrication: without a lithography supply relationship, no commercial logic or memory fab can operate. By securing ASML's commitment for the Dholera facility, Tata Electronics has resolved what many analysts had flagged as the single most uncertain element of India's fab project, given ASML's extremely constrained global allocation capacity and the long lead times for its advanced tool systems. The partnership also reinforces India's positioning as a geopolitically trusted semiconductor manufacturing destination, since ASML tool supply is governed by Dutch export control regulations that would not be extended to jurisdictions the Netherlands government considers geopolitically problematic.

Dholera Fab Project Status

Construction of the Tata-PSMC Dholera fab has crossed the 50 percent completion mark, with foundations complete and cleanroom shell installation and equipment calibration now underway. The facility is designed for an initial capacity of 50,000 wafers per month on 300mm substrate, with a total planned investment of approximately USD 11 billion including state government co-investment and infrastructure development. First silicon is targeted for December 2026, which would make it India's first domestically fabricated logic chip. The ASML partnership ensures that lithography tools will be in place and calibrated in time to support this target.

India-Netherlands Semiconductor Diplomacy

The Tata-ASML deal exemplifies the growing role of semiconductor supply chains in bilateral diplomatic relationships. India and the Netherlands have been deepening their technology partnership since 2023, with ASML's equipment export commitments to India forming a concrete pillar of the bilateral relationship. For India, the partnership demonstrates that the country's semiconductor ambitions are taken seriously at the highest levels of global industry and government, and that India's trusted-partner status in the global chip supply chain is translating into real equipment and technology access rather than remaining a policy aspiration.
