The figure represents a dramatic escalation from a near-zero baseline of domestic chip startup funding prior to the ISM announcement, reflecting the combined effect of policy incentives, talent availability, and growing global investor interest in geographically diversified semiconductor supply chains.
The acceleration in 2026 has been particularly striking. Indian semiconductor startups raised 61.9 million dollars in the first half of 2026 alone, representing nearly 81 percent of the total raised in full-year 2025 within just six months. Analysts attribute this surge to several converging factors: a number of DLI-backed companies reaching commercial product readiness and attracting growth-stage investors, increased awareness among Indian family offices and growth funds of the semiconductor opportunity, and renewed urgency among global strategic investors to build India stakes ahead of anticipated supply chain realignment driven by US and European domestic chip legislation.
Investor interest has concentrated in three thematic areas within the Indian semiconductor ecosystem. First, RISC-V based processor and microcontroller design companies are attracting capital on the strength of open architecture flexibility and India's strong academic pipeline in processor design, with IIT Madras, IIT Bombay, and IISc all producing RISC-V research that has seeded commercial spinouts. Second, AI and edge inference semiconductor companies are drawing interest from global technology investors seeking India-based alternatives to US and Chinese chip IP owners. Third, power semiconductor and compound semiconductor companies targeting EV, solar inverter, and defence applications are receiving attention from strategic investors tied to India's energy transition programmes, particularly given the domestic government procurement preference policies that favour Indian-made components.
While 206 million dollars over four years may appear modest compared with the billions flowing into Taiwanese, Korean, or even Israeli semiconductor companies, India's funding trajectory is considered broadly comparable to South Korea's own early-stage semiconductor startup phase in the 1990s and to the emerging fabless ecosystems in Malaysia and Vietnam at similar policy maturity stages. What distinguishes India is the scale of engineering talent available, with an estimated 125,000 chip design engineers currently employed in India, the largest concentration outside the United States and Taiwan, providing a structural foundation for startup formation that other emerging semiconductor nations cannot easily replicate.
Industry analysts project that India's semiconductor startup funding could reach 500 million dollars cumulatively by 2028 if ISM 2.0 is approved with an expanded DLI programme and if India's first domestic fabrication output from Tata Electronics Dholera commences as planned in late 2026. The availability of domestic wafer supply, even at limited scale, is expected to significantly reduce tape-out costs for Indian fabless startups, further lowering the barrier to product launches and accelerating the pace of IP creation.
